Countering West Bengal Chief Minister Mamata Banerjee's demand for a neutral agency probe into Madhya Pradesh's Vyapam scam, the BJP on Tuesday wondered if she would agree for such a probe into "irregularities and manslaughter" going on in her state.
Bharatiya Janata Party national secretary Siddhartha Nath Singh asked if Banerjee would allow a CBI probe into alleged irregularities surrounding Teachers Eligibility Test (TET).

"The Madhya Pradesh Government has already recommended a CBI probe while a high court monitored SIT is also probing the Vyapam scam," Singh told media persons on the sidelines of a party programme here.

"But we want to ask if Mamata ji will she agree for a CBI probe into the TET scam. Will she agree for a CBI or NIA probe into the mass killing going on in Birbhum district," he asked.

Singh was referring to frequent clashes between the activists of the Trinamool and BJP in Birbhum. While Banerjee has been denying any such clashes, the BJP has claimed several of its activists have been killed, injured and driven away from the district by "Trinamool goons".

Terming the series of deaths over the Vyapam scam as "cold-blooded murder", Banerjee on Tuesday said she was in favour of a probe by a" neutral and capable agency". On Monday too she had called for an independent agency probe asserting her Trinamool will raise the matter in parliament.

The Madhya Pardesh scam is related to irregularities in admission and recruitment conducted by the Vyavsayik Pareeksha Mandal (Vyapam). More than 40 people associated with the scam have lost their lives, including a Delhi-based TV journalist who was covering it.

West Bengal gets relief to appoint trained teachers

The Centre has extended the relaxation to West Bengal for appointment of trained teachers up to March 31 next year following a request from the state government.
The relaxation was given under Right to Education Act for enrolment of teachers from class I to V and from class VI to VIII.




West Bengal Chief Minister Mamata Banerjee had in a letter to the HRD Minister Smriti Irani last month requested appointment of untrained teachers for a while as the state is continuing to face severe shortage of teachers in its schools.

The letter cited the example of some states which have already got relief from the Centre.

The RTE Act had set two deadlines - March 31, 2013 for infrastructure and March 31, 2015 for teachers to attain minimum qualifications (pass Teachers Eligibility Test).

As per a notification, HRD Ministry has said the state government shall conduct the teacher's eligibility test during the relaxed period in accordance with the guidelines of National Council of Teachers Education and persons passing out will be considered as appointment of teachers at elementary level.

With the fate of the Teachers Eligibility Test (TET) uncertain, Mamata Banerjee’s men at the Kolkata Municipal Corporation (KMC) are in a fix over the recruitment of about 400 primary and junior high teachers for the civic body’s 253 schools in Kolkata.

To make matters worse, the upgrade of KMC’s six primary schools to junior high (up to class 8), too, has been put on hold for months despite getting the approval of the state government in July last year.

“To upgrade our primary schools to junior high, we will require the immediate recruitment of teachers but with the fate of the TET now sub-judice, we are in a complete fix,” Mitali Banerjee, member, mayor-in-council (education), told HT.

Banerjee has already sought an appointment with state education minister Partha Chatterjee to resolve this issue which is stuck for the time being. Ever since TET was made mandatory, a candidate has to sit for it before appearing for the Municipal Service Commission (MSC).

“We will meet Parthada at his chamber in the Assembly on Saturday (tomorrow) to seek his suggestions for resolving this deadlock on teachers’ recruitment,” the MMiC said.

The delay in recruitment has, in turn, stalled the upgrade of KMC-run primary schools to junior high. “We got the approval from the state education department on July 21, 2014 for the upgrade and waited all these months hoping that the court will issue an appropriate order on the TET stalemate. But it is yet to pronounce any judgment,” a senior official of the KMC’s education department added.

However, the civic body’s education department has already issued an order on January 3 asking the teachers in its six primary schools selected for the upgrade to admit students in classes 5 and 6 for the academic session starting January, 2015.

“We would initially manage with the existing strength and are expecting a quick solution to this deadlock,” Banerjee said.

KMC authorities had earlier cancelled their notification for conducting examinations for recruitment of assistant teachers in their primary schools through the MSC.

The decision was taken after the Mamata government had made TET compulsory for all applicants appearing for the recruitment of teachers at different levels - primary, junior high, secondary and higher secondary.

“Our primary schools are affiliated to the state government-run board and it’s very natural for us to follow all government directives and guidelines. The state government has made TET mandatory even for the recruitment of primary school teachers and so we cannot go by our earlier notification and move on with our own recruitment process,” the MMiC asserted.

According to education department officials, candidates who will clear the TET, secure 50% marks in the higher secondary examinations and have a two-year B.Ed degree will be entitled to apply for recruitment in KMC schools through the examination conducted by MSC.

KMC cur rently has 950 teachers against its 26,000 primary school students, that is, a teacher: student ratio of 1: 27.

This mandamus appeal is directed against the judgement and/or order passed by the Learned Single Judge of this court on 23rd December, 2013 in W.P. No. 36584 (W) of 2013 at the instance of the appellants who were granted leave to file the instant mandamus appeal as person adversely affected by the order passed by the Learned Trial Judge. By the impugned order, the panel which was prepared by the Kolkata Primary School Council for Head Teacher, was upset as it was not prepared in conformity with the National Council for Teachers' Education Notification dated 25th August, 2010 which according to the Learned Trial Judge will apply mutatis mutandis in respect of the appointment of Head Teachers.
The legality and/or propriety of the said judgement and/or order of the Learned Trial Judge is under challenge in this mandamus appeal.
Let us now consider the merit of the instant appeal in the facts of the instant case.
The West Bengal Primary Education Act, 1973 does not prescribe the procedure for appointment of Head Teacher in the primary school. The eligibility criteria of the teachers for being considered for appointment as Head Teacher has also not been prescribed under the West Bengal Primary Education Act, 1973.
Section 106 of the said Act vests the rule making power with the State Government. In exercise of such rule making power provided under Section 106 of the said Act, the State Government has framed Primary Teachers Recruitment Rules, 2001 (hereinafter referred to as the Said Rule of 2001) which has statutory force. Appointment of Head Teacher is dealt with in Rule 17 of the said Rule which runs as follows:-
"The Council shall appoint Head Teacher in every primary school within the jurisdiction of the Council, from a panel of senior primary teachers possessing requisite qualification as laid down in Sub-Rule (1) and Sub-Rule (2) of Rule 6 and who have obtained a junior basic training certificate or primary teachers training certificate or equivalent."
Since the requisite qualification of the teachers for being considered for appointment as Head Teacher is laid down in Sub-Rule (1) and Sub-Rule (2) of Rule 6 of the said Rule, we feel it necessary to quote the Sub-Rule (1) and Sub- Rule (2) of the said Rule herein:-
"6. Qualifications-(1) No person shall be appointed by the Council as a teacher unless he-
a) is a citizen of India;
b) has completed the age of 18 years and has not completed the age of 40 years on the first January of the year in which the requisition for sending names of candidates is made to the Employment Exchange concerned; and
c) possesses the minimum educational qualifications as mentioned in sub-rule(2).
2) The educational qualifications for the post of a teacher shall be--
a) School Final/Madhyamik pass under the West Bengal Board of Secondary Education or equivalent."
Let us now analyze the provisions of Rule 17 to ascertain the basic eligibility criteria which was laid down in Rule 17 for the teachers for being considered as Head Teacher.
On plain reading of the said provision, it appears to us that the following conditions must be satisfied by the teachers for being considered as Head Teacher:-
i) he or she must be a primary teacher,
ii) he or she must have possessed requisite qualification as laid down in Sub- Rule(1) and Sub-Rule (2) of Rule 6,
iii) he or she must have a junior basic training certificate or primary teachers training certificate or equivalent.
A panel will be prepared by the Council comprising of senior most primary teachers who can satisfy the above three criteria. This Rule was allthroughout followed by the Council for appointment of Head Teacher in different primary schools under the Council right from the date when Rule of 2001 was framed.
Problem started when the Right of Children to Free and Compulsory Education Act, 2009(hereinafter referred to as the Central Act of 2009) was enacted, and certain notifications were issued by the concerned authority under the said Act prescribing minimum qualification for appointment of the teachers imparting primary education.
Mr. Bhattacharya, Learned senior advocate appearing for the writ petitioner/respondents submits that since the Right of Children to Free and Compulsory Education Act, 2009 is the Central Act and when the said Act and the notification issued thereunder prescribe the minimum qualification criteria of the teachers of the primary school, the provisions contained in the said Act and the notification issued thereunder, should be read along with the provisions contained in Rule 17 of the Primary Teachers Recruitment Rules 2001 so that Head Teachers can be appointed from those teachers who possess the requisite qualification as laid down in the Right of Children to Free and Compulsory Education Act, 2009 and the notification issued in connection therewith. According to him, the contrary provision contained in the State Act prescribing different educational qualification was virtually overridden by the Central Act.
Let us now consider the impact of such submission of Mr. Bhattacharya in the facts of the instant case.
Section 23(1) of the Right of Children to Free and Compulsory Education Act, 2009 deals with qualification for appointment and terms and conditions of service of teachers. Educational qualification of a person for being appointed as a teacher in primary school is not specified in the said Section. It is provided therein that any person possessing such minimum qualification as laid down by an academic authority, authorized by the Central Government by notification, shall be eligible for appointment as a teacher.
Sub-section (2) of Section 23 provides that where State does not have adequate institutions offering courses of training in teacher education, or teachers possessing minimum qualifications as laid down under sub-section (1) are not available in sufficient numbers, the Central Government may, if it deems necessary, by notification, relax the minimum qualification required for appointment as a teacher, for such period, not exceeding five years, as may be specified in that notification; provided that a teacher who, at the commencement of this Act, does not possess minimum qualifications as laid down under sub- section (1) shall acquire such minimum qualifications within a period of five years.
Minimum educational qualification of the person who may be considered for appointment as primary teacher is prescribed by the Central Government Notification dated 25th August, 2010. The relevant part of the said notification wherein minimum qualification of the candidates for being considered for appointment as teachers for classes 1 to V is prescribed runs as follows :
i) Senior Secondary (or its equivalent) with at least 50% marks and 2 - year Diploma in Elementary Education (whatever name known), OR Senior Secondary (or its equivalent) with at least 45% marks and 2 - year Diploma in Elementary Education (whatever name known), in accordance with the NCTE (Recognition Norms and Procedure, Regulation 2002 OR Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (El. Ed.) OR Senior Secondary (or its equivalent) with at least 50% marks and 2 -- year Diploma in Education (Special Education) And
ii) Pass in the Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE for the purpose.
Para 2 of the said notification provides that a diploma/degree course in teacher education recognized by the National Council for Teacher Education (NCTE) only shall be considered as Diploma/Degree Course in Teacher Eduction. However, in case of Diploma in Education (Special Education) and B.Ed (Special Education) course recognized by the Rehabilitation Council of India (RCI) only shall be considered.
How a teacher is required to undergo training after his appointment is also provided therein. It is provided that a person :
a) with B.A./B.Sc. with at least 50% marks and B.Ed qualification shall also be eligible for appointment for class I to V upto 1st January, 2012 provided he undergoes, after appointment, an NCTE recognized 6-month special programme in Elementary Education.
b) With D.Ed. (Special Education) or B.Ed (Special Education) qualification shall undergo, after appointment, an NCTE recognized 6 month special programme in Elementary Education.
The said notification was made effective with effect from the date when such notification was issued, i.e. 25th August, 2010. While issuing the notification, the concerned authority thought about the teachers who were appointed for class 1 to VIII before issuance of the said notification and decided that they need not acquire the minimum qualification specified in para 1 above. Thus, the service of the existing teachers was saved by the said notification. They were treated at par with those teachers who will be subsequently appointed by following the notification of 2010.
The State Government also by issuing a Government Order dated 13th August, 2012 clarified that the teachers appointed prior to 3rd September, 2001 shall go by the State Government norms and they need not have to upgrade their qualifications. The State Government, further, clarified that the teachers who were appointed between 3rd September, 2001 and 31st December, 2005 possessing academic qualification as per the State Government norms and completed one- year/two-year teacher training course from State recognised institutions are not required to enhance their qualification as per note 2 under first schedule to the NCTE (Determination of minimum qualifications for Recruitment of Teachers in Schools) Regulation 2001 dated 4th September, 2001 published in terms of F. No. 9-2/2001/NCTE dated 3rd September, 2001. By issuing a subsequent Government Order on 4th March, 2013; it was notified by the State Government that the teachers who being attained one-year/two-year Diploma in Elementary Education from State recognised institution and appointed as teacher on or before 31st December, 2005 shall be treated as 'trained teacher'.
If the provision of the Right of Children to Free and Compulsory Education Act, 2009 and the Central Government Notification dated 25th August, 2010 are read alongwith the Government Order issued by the State Government on 13th August, 2012 and 4th March, 2013 then we have no hesitation to hold that the untrained teachers who were appointed prior to 3rd September, 2001 and those teachers who were appointed between 3rd September, 2001 and 31st September, 2005 possessing academic qualification as per the State Government norms and completed one- year/two-year teacher training course from State recognised institutions are eligible to be considered for the post of Head Teacher in the primary school as they are all treated at per with the trained teachers appointed as per the norms prescribed in the notifications issued under the Central Act of 2009.
This conclusion we draw as we do not find any contrary provising laying down different eligibility criteria, for the teachers for being considered as Head Teacher by the Central Act, namely, the Right of Children to Free and Compulsory Education Act, 2009 and the Notification issued in pursuance thereof. It may be mentioned herein that as a matter of fact, the Right of Children to Free and Compulsory Education Act, 2009 does not prescribe the eligibility criteria for the Head Teacher. As such, the Rules of 2001 framed by the State Government is to be followed for appointment of Head Teacher in the primary school, subject to fulfillment of the eligibility criteria regarding educational qualification of the teachers as per the Central Government Notifications issued under Section 23 of the Said Central Act of 2009.
Our attention was also drawn by Mr. Bhattacharya, Learned Senior Counsel, appearing for the writ petitioners/respondents to another Central Government Notification issued on 1st June, 2011 whereby some relaxation with regard to eligibility criteria for appointment of teachers in the primary school in West Bengal was given in exercise of the power conferred under sub-section (2) of Section 23 of the Right of Children to Free and Compulsory Education Act, 2009. The said notification was also given effect prospectively. By the said notification, relaxation of the training qualification was given for the primary teachers in West Bengal, as sufficient number of trained candidates was not available in West Bengal.
However, it was also provided in the said notification that in the matter of appointment, the State Government shall give priority to those eligible candidates who possess the minimum qualifications specified in the NCTE's notification dated 25th August, 2010 and if the available vacancies cannot be filled up by trained candidates then the other candidates with the relaxed qualifications may be considered for filling up the left out vacancies.
This provision was made for the purpose of appointment of teachers in the primary school. The said notification does not provide that untrained teachers appointed with relaxed qualification can not be considered for the post of Head Teacher. In fact, the NCTE's notification dated 25th August, 2010; for the first time laid down the qualification criteria for the primary teachers. As per the minimum qualification criteria laid down therein, the untrained teachers, appointed prior to 3rd September, 2001 and the teachers who were appointed between 3rd September, 2001 and 31st December, 2005; possessing one- year/two-year diploma in Elementary Education from State recognised institution were mentioned as eligible primary teachers therein. Since subsequently sufficient member of trained teachers were not available in West Bengal, relaxation with regard to training qualification was given in the subsequent notification. Such relaxation was given for new appointment, without affecting the service condition of the existing teacher.
When the Central Act and the notification issued under the Said Act as well as the State Act and the notification issued thereunder treat the existing teachers who are appointed prior to issuance of the Central Government Notification dated 25th August, 2010 at par with those who are subsequently appointed as per the Central Government norms, as prescribed in the said notification dated 25th August, 2010 and the subsequent notification issued in connection therewith, we do not find any reason to treat the existing teachers differently from those who are appointed as teachers with training qualification as per the notifications issued under the Central Act of 2009; as we cannot create a class within a class for differentiating the existing teacher from the teachers appointed after 2010, particularly when the Central Act of 2009 and the notifications issued thereunder do not treat them differently.
We, thus, cannot agree with the findings of the Learned Trial Judge that the minimum qualification for the Assistant Teachers, as specified in the National Council for Teachers Education's Notification dated 25th August, 2010 will apply mutatis mutandis in respect of appointment of Head Teachers for the simple reason that notifications issued under the Central Act of 2009 does not provide for application of the minimum qualification for the Assistant Teachers, as specified in the National Council for Teachers Education Notification dated 25th August, 2010 in respect of appointment of Head Teacher. If we have to concur with the findings of the Learned Trial Judge then we will have to add something in the notification which we cannot do.
We, thus, allow this appeal and set aside the judgment and/or order impugned in this appeal. The writ petition, thus, stands dismissed.

Over 600,000 primary teachers' posts lying vacant

Over 600,000 posts of teachers at primary level are lying vacant under the state sector and the national literacy mission, parliament was informed on Monday.

"The total teachers post lying vacant at the primary level both under the state sector and the Sarva Shiksha Abhiyan are 6, 06, 191," human resource development Minister Smriti Irani told the Rajya Sabha in a written reply.

"The states recruits teachers based on their recruitment rules. However, teachers who are appointed have to possess requisite qualification prescribed by the National Council for Teacher Education (NCTE) and pass the Teacher Eligibility Test (TET)," she added.
Irani said that the recruitment of teachers on contract basis therefore does not affect the quality of teaching adversely as all teachers recruited have to meet the educational qualification as well as professional qualifications.

"However, professional qualifications are sometimes relaxed under section 23 of the right of children to free and compulsory education (RTE) Act, 2009 for states where there is a shortage of professionally qualified teachers, with the provision that they acquire the same through a two year training programme in distance mode," she said.

Irani also informed that the pupil teacher ratio (PTR) has improved nationally to 1:25 and most states barring Bihar, Jharkhand and Uttar Pradesh have normative PTRs.

Rubbishing the allegations of "irregularities" in primary Teacher Eligibility Test (TET) examinations, the West Bengal School Service Commission (SSC ) chief asserted that the panel was "transparent" and "fair" in its discharge of duties, as per news reports.

SSC deputy chairman Amitesh Biswas had on Monday accused the commission of offering jobs to candidates who had scored less in the eligibility test while denying the same to deserving candidates.

Rubbishing Biswas's claims, panel chairman Subiresh Bhattacharya said, "The commission works in a transparent way and if someone is alleging that there are irregularities, then it is their responsibility to substantiate it with proof. But, if someone is trying to malign the commission, we will take appropriate action."

Bhattacharya clarified that only deserving candidates have got jobs and there is no diversion in the functioning of the commission.

Training his guns on Biswas who was relieved of his duties following the allegations, Bhattacharya said the official never lodged a formal complaint regarding this matter.

"I would request him to send a written letter to the commission. However, if his allegations are found to be baseless, then appropriate action will be taken within the purview of law," the panel head said.

Despite being relieved of his responsibilities, Biswas on Tuesday forced his way into the office, contending his removal was illegal.

"Chairman (Bhattacharya) is not empowered to order my removal. Moreover, I am the custodian of very important documents that are here in the office. It is my responsibility to protect those," said Biswas.

West Bengal Teachers Eligibility Test (TET) is rescheduled for March 30, 2014.  This examination was supposed to be conducted on March 9. 2014 but were postponed for delay in the receipt of the application forms.

West Bengal Board of Primary Education is conducting WBTET. TET pass certificate will also be issued by this board. Examination conducts for the recruitment of Primary School teachers. As per the guidelines issued by NCTE, candidates will be appointed as primary school teachers based on the TET examination.

West Bengal Government had given approval for the candidates to reappear for the examination even after clearing WBTET 2012 for improved marks. Candidates who were willing to appear for the second time for this examination should provide information to the board through the website of West Bengal Board of Primary Education.

In 2012, several candidates had written the examination and passed the same. But they were willing to appear for the examination to improve their marks. West Bengal Government had given approval for the candidates who were willing to re-write their exams for score imporvement.

Candidates who were willing to appear for the second time for this examination should provide information to the board through the website West Bengal Board of Primary Education.

Such candidates are required to give information compulsorily, which will lead to confirmation about their candidature for the Second TET. At the same time, each candidate will get an Acknowledgement Receipt which is a token of confirmation of acceptance of his/her candidature and allotment of the venue for the Second TET.

APPOINTMENT NOTIFICATION FOR PRIMARY TEACHERS 

Applications are invited for the posts of Assistant Teachers in the Govt. Aided/Sponsored Primary/Junior Basic Schools under the District Primary School Council / Primary School Council to fill up the vacancies as mentioned below. The rules of the Teacher Eligibility Test
(TET) and other particulars are stated in the following paragraphs. A candidate should verify from the notified rules vide No. 285-SE(EE)/P/10M-6/09(pt.) dated 24.07.2012 (www.wbsed.gov.in) that he/she is eligible for the TET as mentioned below:

1. Scale of Pay: Rs. 5400-Rs.25200/- + Grade Pay as admissible. Besides pay, the posts carry allowances as admissible. 
2. Qualification: (a) Citizenship of India or such other nationalities as are declared eligible by Government of India; or (b) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 50% marks and 2-year
Diploma in Elementary Education (by whatever name known); or (c) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 45% marks and 2-year Diploma in Elementary Education (by whatever name
known), in accordance with the National Council for Teacher Education (Recognition Norms and Procedure) Regulations 2002; or (d) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 50% marks and
Diploma in Education (Special Education); or (e) Graduation and two year Diploma in Elementary Education (by whatever name known); or (f) Ability to read, write and speak in the language relating to the medium for which the candidate wishes to apply.
Note 1. – A person with D. Ed. (Special Education) or B. Ed. (Special Education) qualification shall, after appointment, undergo six month special programme in Elementary Education recognized by the NCTE.
Note 2. – The persons having qualification of Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 50% marks or graduate (irrespective of marks obtained therein) or equivalent without 2-year Diploma in
Elementary Education (by whatever name known) or 4-year Bachelor of Elementary Education (B. El. Ed.) or 2-year Diploma in Education (Special Education) shall also be eligible for appearing in the Teacher Eligibility Test (TET) to be conducted for appointment of
primary school teachers in the State upto 31
st
 March, 2014, subject to condition that those who are appointed without professional qualification shall acquire the professional qualification within a period of two (2) years from the year of appointment.
Provided that in case of Santhali as medium of instruction, the candidate shall only require to possess proficiency of reading, writing and speaking in OLCHIKI SCRIPTS. It shall not be obligatory for the candidates seeking appointment to the post of primary school
teacher in Santhali medium schools to have passed in the specific language as the first or the second language in the Higher Secondary Level or equivalent for which medium of instruction, the candidate is seeking appointment.
Candidates belonging to reserved categories SC/ST/OBC/PH/EC shall be allowed relaxation upto 5% in the qualifying marks.
3. Age: Not less than 18 years and more than 40 years as on 01.01.2012. Relaxation of upper age for the reserved category and Exempted Category candidates shall be as per the existing Rules of the State Government.
4. Manner of Selection: (a) The Teacher Eligibility Test (TET) shall be held as per guidelines issued from time to time by the National Council for Teacher Education and a person who will score 60% or above in the Teacher Eligibility Test (TET) examination shall be 
considered as Teacher Eligibility Test (TET) pass provided relaxation upto 5% marks shall be allowed to the candidates belonging to the reserved categories, such SC/ST/OBC/PH/EC.
(b) Teacher Eligibility Test (TET) examination shall be held in 100 marks consisting of the following five (5) Sections;
(a) Section I – Child Development – 20 Marks
(b) Section II – Language I – 20 Marks
(c) Section III – Language II – 20 Marks
(d) Section IV – Mathematics – 20 Marks
(e) Section V – Environmental Science – 20 Marks

Note 1. – All questions shall be of multiple choice types with four alternatives out of which one option will be correct. All questions shall be compulsory and each item shall carry one mark. But there will be no negative marking.
Note 2. – First Language of the candidate shall be determined as per the medium of instruction of the primary school for which the vacancy occurred and Second Language be English.
(c)  The Selection Committee shall call all Teacher Eligibility Test (TET) qualified candidates as mentioned in sub-rule (2), for the Viva-Voce/interview. The performance of the candidates who will be called for Viva-Voce/interview shall be assessed out of 10 marks by the interview Board formed for the specific purpose. 
(d) Thereafter, academic, training, performance in Teacher Eligibility Test (TET), Extra Curricular Activities and performance in Viva-Voce/interview of the candidates appeared at the Viva-Voce/interview shall be computed in the following manner as mentioned in Table 
A below:-

(i) Madhyamik pass under the West Bengal Board of Secondary Education or its equivalent 10 
(ii) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent 15
(iii) Training as prescribed in sub-rule (2) of rule 6 20
(iv) Teacher Eligibility Test (TET) 40
(v) Extra Curricular Activities 05
(vi) Total 90
(vii) Viva-Voce or Interview 10
(viii) Total 100

 Note 1. – The percentage of marks to the total full marks obtained by the candidate in the Madhyamik Examination or its equivalent excluding additional marks, if any, shall be computed as percentage of 10.
Note 2. – The percentage of marks to the total full marks obtained by the candidate in the H.S. Examination or its equivalent excluding additional marks, if any, shall be computed as percentage of 15.
Note 3. – 70% and above marks obtained by the candidate in Training shall be awarded 20, 50% above but below 70% marks obtained by the candidate in Training shall be awarded 17 and below 50% marks but passed in the Training by the candidate shall be
awarded 15.
Note 4. – The percentage of marks to the total full marks obtained by the Teacher Eligibility Test (TET) qualified candidate in Teacher Eligibility Test (TET), shall be computed as percentage of 40.
Note 5. – Maximum five (5) Marks shall be awarded to the candidates in the Extra Curriculum Activities on the following Extra Curriculum Activities:-

1 Games and Sports 1
2 National Cadet Corps (NCC) 1
3 Arts and Literature 1
4 Performing Art (Drama) 1
5 Music 1
Total 5

(a) A certificate of representation in the State/National/International level Games or Sports issued by the Competent State Govt. or Central Government Authorities or agencies, shall be awarded (01) mark.
(b) Minimum ‘A’ certificate of National Cadet Corps (NCC) shall be awarded (01) mark.
(c) A certificate that any essay, story, short story, drama, poetry written by the candidate selected for publication in State Level or National newspaper or Magazine (Certificate along with a copy of publication shall be submitted), shall be awarded (01) mark.
(d) A certificate that the candidate has obtained proficiency in Performing Art (drama) issued by National School of Drama or by the State Government or Central Government shall be awarded (01) mark.
(e) A certificate that the candidate has obtained proficiency in Music or Instrumental Music issued by the State Government or Central Government shall be awarded (01) mark
.

5. Teacher Eligibility Test (TET) will be conducted by the Board on a single day throughout the State of West Bengal.
6. Date of TEACHER ELIGIBILITY TEST (TET) shall be notified later.
7. Application Form: Notification for collection of the Information Booklet-cum-Application Form on payment of Rs. 100/- (Rs. 25/- for SC/ST) will be published on November 15, 2012 in the newspapers.

KOLKATA: The year-long wait of the would-be school teachers in the state finally ended on Tuesday with the School Service Commission declaring the results of the Teacher Eligibility Test written examination. A total 36,590 students qualified for the last round of personality test.

As many as 9,826 posts, mainly in science subjects, will remain vacant because there are not enough candidates who could qualify the second round of Teacher Eligibility Test (TET). SSC authorities will have to make a fresh advertisement for filling up the vacant posts in state-run schools. Those who could make it to the final round after a protracted legal battle will be called for the five-mark interview from August 20. Education minister Bratya Basu said that the government that


"We will be able to provide employment to more than a lakh candidates within the year combining the teaching and non-teaching posts. We expect to publish the results of primary TET examinations within a few months. It will create another 50,000 jobs in the state primary schools. All these, along with the recruitment in state universities, will exceed the one-lakh job mark that chief minister Mamata Banerjee had promised," the education minister said.

A little embarrassed with the poor performance in science subjects, the education minister blamed it on the Left Front government's faulty policy. "This is not unique. You will find many such candidates unable to qualify the TET in the preceding years. The Left Front's faulty education policy has weakened the scientific temper among students," Basu said.

Among the 9,826 posts which could not be filled, around 60% belongs to the SC/ST category. "The highest number of positions lying vacant is in mathematics in which around 2,000-2,500 posts could not be filled. The other subjects in which vacant posts remained are Economics, Bio-Sciences, Physics and Chemistry.

Majority of the candidates, who could not become eligible, are from the science stream," said chairman of the West Bengal School Service Commission Chittaranjan Mondal. The delay in publishing the result by a year was attributed to the pending court cases.
