APPOINTMENT NOTIFICATION FOR PRIMARY TEACHERS 

Applications are invited for the posts of Assistant Teachers in the Govt. Aided/Sponsored Primary/Junior Basic Schools under the District Primary School Council / Primary School Council to fill up the vacancies as mentioned below. The rules of the Teacher Eligibility Test
(TET) and other particulars are stated in the following paragraphs. A candidate should verify from the notified rules vide No. 285-SE(EE)/P/10M-6/09(pt.) dated 24.07.2012 (www.wbsed.gov.in) that he/she is eligible for the TET as mentioned below:

1. Scale of Pay: Rs. 5400-Rs.25200/- + Grade Pay as admissible. Besides pay, the posts carry allowances as admissible. 
2. Qualification: (a) Citizenship of India or such other nationalities as are declared eligible by Government of India; or (b) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 50% marks and 2-year
Diploma in Elementary Education (by whatever name known); or (c) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 45% marks and 2-year Diploma in Elementary Education (by whatever name
known), in accordance with the National Council for Teacher Education (Recognition Norms and Procedure) Regulations 2002; or (d) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 50% marks and
Diploma in Education (Special Education); or (e) Graduation and two year Diploma in Elementary Education (by whatever name known); or (f) Ability to read, write and speak in the language relating to the medium for which the candidate wishes to apply.
Note 1. – A person with D. Ed. (Special Education) or B. Ed. (Special Education) qualification shall, after appointment, undergo six month special programme in Elementary Education recognized by the NCTE.
Note 2. – The persons having qualification of Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent with at least 50% marks or graduate (irrespective of marks obtained therein) or equivalent without 2-year Diploma in
Elementary Education (by whatever name known) or 4-year Bachelor of Elementary Education (B. El. Ed.) or 2-year Diploma in Education (Special Education) shall also be eligible for appearing in the Teacher Eligibility Test (TET) to be conducted for appointment of
primary school teachers in the State upto 31
st
 March, 2014, subject to condition that those who are appointed without professional qualification shall acquire the professional qualification within a period of two (2) years from the year of appointment.
Provided that in case of Santhali as medium of instruction, the candidate shall only require to possess proficiency of reading, writing and speaking in OLCHIKI SCRIPTS. It shall not be obligatory for the candidates seeking appointment to the post of primary school
teacher in Santhali medium schools to have passed in the specific language as the first or the second language in the Higher Secondary Level or equivalent for which medium of instruction, the candidate is seeking appointment.
Candidates belonging to reserved categories SC/ST/OBC/PH/EC shall be allowed relaxation upto 5% in the qualifying marks.
3. Age: Not less than 18 years and more than 40 years as on 01.01.2012. Relaxation of upper age for the reserved category and Exempted Category candidates shall be as per the existing Rules of the State Government.
4. Manner of Selection: (a) The Teacher Eligibility Test (TET) shall be held as per guidelines issued from time to time by the National Council for Teacher Education and a person who will score 60% or above in the Teacher Eligibility Test (TET) examination shall be 
considered as Teacher Eligibility Test (TET) pass provided relaxation upto 5% marks shall be allowed to the candidates belonging to the reserved categories, such SC/ST/OBC/PH/EC.
(b) Teacher Eligibility Test (TET) examination shall be held in 100 marks consisting of the following five (5) Sections;
(a) Section I – Child Development – 20 Marks
(b) Section II – Language I – 20 Marks
(c) Section III – Language II – 20 Marks
(d) Section IV – Mathematics – 20 Marks
(e) Section V – Environmental Science – 20 Marks

Note 1. – All questions shall be of multiple choice types with four alternatives out of which one option will be correct. All questions shall be compulsory and each item shall carry one mark. But there will be no negative marking.
Note 2. – First Language of the candidate shall be determined as per the medium of instruction of the primary school for which the vacancy occurred and Second Language be English.
(c)  The Selection Committee shall call all Teacher Eligibility Test (TET) qualified candidates as mentioned in sub-rule (2), for the Viva-Voce/interview. The performance of the candidates who will be called for Viva-Voce/interview shall be assessed out of 10 marks by the interview Board formed for the specific purpose. 
(d) Thereafter, academic, training, performance in Teacher Eligibility Test (TET), Extra Curricular Activities and performance in Viva-Voce/interview of the candidates appeared at the Viva-Voce/interview shall be computed in the following manner as mentioned in Table 
A below:- 

Table A 

(i) Madhyamik pass under the West Bengal Board of Secondary Education or its equivalent 10 
(ii) Higher Secondary pass under the West Bengal Council of Higher Secondary Education or its equivalent 15
(iii) Training as prescribed in sub-rule (2) of rule 6 20
(iv) Teacher Eligibility Test (TET) 40
(v) Extra Curricular Activities 05
(vi) Total 90
(vii) Viva-Voce or Interview 10
(viii) Total 100

 Note 1. – The percentage of marks to the total full marks obtained by the candidate in the Madhyamik Examination or its equivalent excluding additional marks, if any, shall be computed as percentage of 10.
Note 2. – The percentage of marks to the total full marks obtained by the candidate in the H.S. Examination or its equivalent excluding additional marks, if any, shall be computed as percentage of 15.
Note 3. – 70% and above marks obtained by the candidate in Training shall be awarded 20, 50% above but below 70% marks obtained by the candidate in Training shall be awarded 17 and below 50% marks but passed in the Training by the candidate shall be
awarded 15.
Note 4. – The percentage of marks to the total full marks obtained by the Teacher Eligibility Test (TET) qualified candidate in Teacher Eligibility Test (TET), shall be computed as percentage of 40.
Note 5. – Maximum five (5) Marks shall be awarded to the candidates in the Extra Curriculum Activities on the following Extra Curriculum Activities:-

1 Games and Sports 1
2 National Cadet Corps (NCC) 1
3 Arts and Literature 1
4 Performing Art (Drama) 1
5 Music 1
Total 5

(a) A certificate of representation in the State/National/International level Games or Sports issued by the Competent State Govt. or Central Government Authorities or agencies, shall be awarded (01) mark.
(b) Minimum ‘A’ certificate of National Cadet Corps (NCC) shall be awarded (01) mark.
(c) A certificate that any essay, story, short story, drama, poetry written by the candidate selected for publication in State Level or National newspaper or Magazine (Certificate along with a copy of publication shall be submitted), shall be awarded (01) mark.
(d) A certificate that the candidate has obtained proficiency in Performing Art (drama) issued by National School of Drama or by the State Government or Central Government shall be awarded (01) mark.
(e) A certificate that the candidate has obtained proficiency in Music or Instrumental Music issued by the State Government or Central Government shall be awarded (01) mark
.

5. Teacher Eligibility Test (TET) will be conducted by the Board on a single day throughout the State of West Bengal.
6. Date of TEACHER ELIGIBILITY TEST (TET) shall be notified later.
7. Application Form: Notification for collection of the Information Booklet-cum-Application Form on payment of Rs. 100/- (Rs. 25/- for SC/ST) will be published on November 15, 2012 in the newspapers.

KOLKATA: The year-long wait of the would-be school teachers in the state finally ended on Tuesday with the School Service Commission declaring the results of the Teacher Eligibility Test written examination. A total 36,590 students qualified for the last round of personality test.

As many as 9,826 posts, mainly in science subjects, will remain vacant because there are not enough candidates who could qualify the second round of Teacher Eligibility Test (TET). SSC authorities will have to make a fresh advertisement for filling up the vacant posts in state-run schools. Those who could make it to the final round after a protracted legal battle will be called for the five-mark interview from August 20. Education minister Bratya Basu said that the government that


"We will be able to provide employment to more than a lakh candidates within the year combining the teaching and non-teaching posts. We expect to publish the results of primary TET examinations within a few months. It will create another 50,000 jobs in the state primary schools. All these, along with the recruitment in state universities, will exceed the one-lakh job mark that chief minister Mamata Banerjee had promised," the education minister said.

A little embarrassed with the poor performance in science subjects, the education minister blamed it on the Left Front government's faulty policy. "This is not unique. You will find many such candidates unable to qualify the TET in the preceding years. The Left Front's faulty education policy has weakened the scientific temper among students," Basu said.

Among the 9,826 posts which could not be filled, around 60% belongs to the SC/ST category. "The highest number of positions lying vacant is in mathematics in which around 2,000-2,500 posts could not be filled. The other subjects in which vacant posts remained are Economics, Bio-Sciences, Physics and Chemistry.

Majority of the candidates, who could not become eligible, are from the science stream," said chairman of the West Bengal School Service Commission Chittaranjan Mondal. The delay in publishing the result by a year was attributed to the pending court cases.

In a setback for aspiring teachers who took the School Service Commission (SSC) on July 29, 2012, a significant number of teaching posts up for grabs via the exam could be abolished if the commission fails to the process of recruitment by March 2013.

The exam had been conducted to fill up 55,000 vacant posts of assistant teachers in state-aided schools and as many as 39,500 of these could now turn null and void, should the commission fail to meet the March deadline for recruitment. However, top commission officials said meeting the March deadline was nigh impossible.

Over 7,26,000 took the SSC last year, of which 175000 qualified for the preliminary Teachers Eligibility Test (TET) and is currently awaiting the result of the main part of the exam.
Shortly after the Trinamool government agreed to implement the Right To Education Act, 2009 across the state-run and state-aided schools, the central government sanctioned 39,500 vacant teaching positions in government-aided schools. It was further understood that while the Centre would pay the salary of these fresh lot of teachers till 2017, the state government would have to take the process forward thereafter.

The extra teaching posts had been sanctioned in a way as to ensure compliance to the 40:1 student-teacher ratio in state and state-aided schools. However, the teaching posts had to be filled by March 31, 2013, failing which the periodicity of having recruits for these posts would give out.

The commission had hoped to have the process of evaluating answer scripts done by February and the results out by mid-March. However, even after publication of results, the examinees would have to take the Viva and those clearing it, would be called for counseling, thereby delaying the process of recruitment.

The process has only got more complicated with the High Court on February 7 directing the state government to fill-up all vacancies with B.Ed candidates and should any post still remain vacant, they could be opened up for non-trained teachers.

It looks if Trained teachers (B. Ed,Diploma in Teaching etc. )  are NOT AVAILABLE then posts can be filled through Non-Trained teachers.

And from news it appears teachers post to be filled by 31st March 2013.
I heard recently that RTE implementation for recruitment of teacher is extended by 31st March 2014.

Whatever be the date, another deadline for recruitment is nearby and stay may causes problem for timely implementation of ACT.

If deadline was 31st March 2013 then it is already passed and government may have lot of pressure for recruitment of QUALIFIDE TEACHERS.

KOLKATA: Candidates who have passed the Teacher Eligibility Test (Tet) - the preliminary examination for teacher recruitment in state-run and -aided secondary and higher secondary schools - will have to wait some more time to take their subject papers.

On Wednesday, the high court imposed an interim stay on the Tet selection procedure till March 31 after some unsuccessful candidates lodged a petition complaining that some Tet questions were out of syllabus.



Justice Debasish Kar Gupta passed the order after he found, prima facie, merit in the petition filed by Kamruddin and 39 others. They also pointed to anomalies in model answers uploaded by the School Service Commission (SSC), which is responsible for conducting the test for teacher recruitment in the state-run schools have to wait for some more time before they take the examination for the subject papers. Calcutta high court on Wednesday imposed an interim stay on the Tet selection procedure till March 31.

Last year was the first time that the teachers' recruitment test was divided into two sections - the preliminary Tet and the main subject papers. Candidates are required to pass Tet for the subject papers to be evaluated, said sources.

The government conducted the teachers' recruitment test to fill up the 53,000 vacant teaching posts in state-sponsored schools.

Acting on the petition, Justice Kar Gupta directed the commission to take an expert opinion on the complaint and submit a report to the court by March 14. The next hearing has been fixed on March 29.

SSC conducted Tet based on three subjects - English, Bengali and child development - on July 29, 2012. The results were published on December 2 along with model answers.

The 40 unsuccessful teachers had filed the petition at the high court two weeks ago.

The petitioners had pointed to what appeared to be errors in the answers provided to the objective questions. They also complained that all four options to some of the questions were wrong.

The state government and the School Service Commission, however, have decided to lodge an appeal in the division bench.

The commission, however, isn't willing tio wait any more. They have decided to move the division bench after consulting the state government.

"The state government and the commission will prefer to appeal this matter. We hope that it would be sorted out," said SSC president Chittaranjan Mandal.

The Calcutta High Court on Wednesday stayed the selection process to recruit teachers in the secondary and higher secondary schools by the School Service Commission (SSC) till March 21. The examination was held on July 29 last year to recruit teachers in secondary and higher secondary schools for filling up around 55,000 posts.

M D Kamruzzaman and 40 other candidates, who appeared in the SSC examination, filed a writ petition challenging the examination process. They alleged in the petition that the answer script of the Teachers Eligibility Test (TET) had been evaluated according to the wrong answers. The candidates who wrote the right answers on the basis of text books did not secure any marks. So the selection process should be stopped.

Hearing the allegation, Justice Debasish Kargupta referred the dispute to the principal of David Hare BEd College to look into the matter. The principal will verify the claim made by the candidates and file a report within three weeks.

The petition explained that the candidates had appeared for two written tests — one TET and another test on main subjects. On securing 60 per cent marks in the TET, their answer scripts of main subjects would be examined by the SSC. But the two written tests were taken on the same day. After publication of TET result, answer script of main subjects would be evaluated.

On December 1 last, the SSC published the result of TET and also disclosed the model answers of the questions of the TET on its website. The petitioners noticed that some answers in the model answers were different according to popular text books and the answer scripts were evaluated on the basis of the these model answers.

Advocate Bikash Ranjan Bhattacharjee, counsel of the petitioner argued that the candidates who wrote the right answers according to the text book, got zero and the candidates who wrote the wrong answers on the basis of the model answers secured got marks. As a result, he petitioner did not secure the requisite 60 per cent to qualify the TET, the petition alleged.

Though the results of the TET were published, the results of the main subjects are yet to some out. Justice Kargupta said that the result of the main subjects can not be published now for the stay order. The case will come up for hearing on March 21.

KOLKATA: The Calcutta high court on Monday directed the state government to enforce guidelines under the Right of Children to Free and Compulsory Education (RCFCE) Act, 2009 in all schools except minority-run ones with immediate effect.

The division bench of Chief Justice Arun Mishra and Justice Joymalya Bagchi also directed that the registrations of schools that refuse to abide by the guidelines should be immediately scrapped.




The court was hearing a petition filed by Jatiyatabadi Paribartankami Shikshamonoshko Abhibhabak Mancha - an organization of parents from Jalpaiguri in North Bengal. The petitioners had claimed that several schools in Jalpaiguri do not abide by the guidelines though the RCFCE Rules, 2012, has already come into effect in the state.

They alleged that the schools in question continue to charge capitation fees or donations and not admit students from the economically weaker sections of society.

After hearing the petition on Friday, the court directed the state government to file an affidavit on what steps it has taken to enforce the act. This report was submitted on Monday. After going through the affidavit, the court noted that steps need to be taken so that schools in the state - not only in Jalpaiguri - but also in other parts of the state abide by the provisions under the act.

The act states that all children between the age of 6 and 14 have the right to free and compulsory education in a neighbourhood school. In order to abide by this, schools can't bar a student from being promoted till Class VIII.

Private schools (except minority-run ones) will also have to reserve 25% of the class strength for students from economically weaker sections and disadvantaged groups through a random selection process. The government is to remunerate the school for the education of such children.

No seats in this quota can be left vacant, the Act stipulates and those admitted through this process have to be treated at par with other students. The Act also states that no donation or capitation fee can be charged and no admission test or interview for children or parents can be held. Schools have to maintain a fixed student to teacher ratio. Local bodies like Panchayats and municipalities are to keep tabs on the numbers of children actually receiving primary education under the Act. State governments have also been directed to set up Commissions for Protection of Child Rights by the Act which also stipulates that all schools (except private unaided ones) have to set up management committees with 75% of parents and guardians being members.
